中级经济师考试财政税收专业串讲财政支出的规模

为了帮助广大考生了解考试政策，掌握考试体系，<a href="http://gxhqwx.soxsok.com/" target="_blank">环球网校经济师</a>小编整理了如下内容供广大考生参考！届时也请大家持续关注<a href="http://gxhqwx.soxsok.com/" target="_blank">环球网校经济师</a>考试动态，<a href="http://gxhqwx.soxsok.com/" target="_blank">环球网校经济师</a>小编将会在时间为大家分享更多经济师考试相关信息。敬请关注！ 财政支出的规模 财政支出的规模的衡量的指标： 可以用财政支出的规模的量和相对量来衡量财政的支出规模。常用财政支出的相对量作为衡量和考察财政支出的指标。 用财政的支出占国民收人的比重来衡量财政分配的规模，反映了财政分配的真实的规模，也反映了财政的分配对国民经济的作用的程度，更能反映财政分配的真实的状况。 国民的收入与国民生产的总值的差异：国民的收入中包含物质的生产领域所新创造的价值，非物质的生产领域所获的收入并不包括在其中;国民的生产总值不仅包括非物质生产领域所获得的收入，还包括来自国外的净要素收入，以及固定资产的折旧费等。 用国民生产的总值作分母衡量财政支出的规模好于用国民的收入作分母衡量财政支出的规模的原因在于： (1)随着产业的结构的变化，忽略第三产业的产值无法反映国民的经济的全貌。 (2)随着世界经济的一体化，应将来自国外的净要素的收入统计在内。 (3)随着技术水平不断的发展，很难扣除折旧。 财政支出的增长的趋势： 财政的支出无论是从量上还是从相对量上来看的，在世界的各国都呈现出上升的趋势。 对财政支出的增长现象的解释主要有：瓦格纳的“活动扩张法则”、皮考克和魏斯曼的“公共收入增长引致论”、马斯格雷夫和罗斯托的“经济发展阶段论”等。 (一)瓦格纳的“活动扩张法则” 主要观点是：现代的工业的发展会引起社会的进步的要求，社会的进步必然导致活动的增长，因“职能不断扩大以及活动持续增加”导致公共支出增长。 的活动不断的扩张所带来的公共的支出不断增长，是社会经济的发展的一个客观规律。 (二)皮考克和魏斯曼的“公共的收入增长导致论” 观点：公共的支出的增长只是由于公共的收入的增长而造成的，并将导致公共支出的增长的因素归结为两种： 1.内在的因素在税收的条件不变的情况下，随着经济的发展以及国民收入的增加，所征得的税收收入必然呈现不断增长的趋势，支出随之上升。 2.外在的因素财政收入因动荡的原因增加后，很难再降低。 鉴于内在的因素与外在的因素的存在，皮考克与魏斯曼提出：公共的支出和公共的收入总是同步增加的。 (三)马斯格雷夫和罗斯托的“经济发展阶段论”的 马斯格雷夫和罗斯托用经济发展阶段论解释公共支出增长的原因： (1)在经济的发展的早期的阶段，的投资一般在社会的总投资中占有较高的比重; (2)在经济的发展的中期阶段，对经济的干预也加强; (3)在经济的发展的成熟阶段，公共支的出的结构会发生相应的变化，公共的支出逐步转向以教育、保健和社会福利为主的支出的结构，使公共支出的增长速度加快。 我国的财政的支出规模分析： 从1978年至1996年我国财政支出占国内生产总值以及中央财政支出占全国财政支出总额的比重都呈现出明显的下降趋势。 下降的原因： (1)政策性的调整原因要实现“政企分开”; (2)管理的水平的原因该上缴的财政收入未能及时、足额的缴入国库; (3)管理的体制上的原因预算外财政支出的问题; (4)统计的原因根据三次产业的原则划分。 <a href="http://gxhqwx.soxsok.com/" target="_blank">环球网校经济师</a>小编提醒各位：经济师考试瞬息万变，想要报考经济师考试的同学们要抓紧时间了，记得<a href="http://gxhqwx.soxsok.com/" target="_blank">环球网校经济师</a>小编一直陪在你身边，助你轻松！想要了解更多较新经济师资讯，请登录<a href="http://gxhqwx.soxsok.com/" target="_blank">环球网校经济师</a>频道，届时我们将会为大家分享更多相关考试信息！ <a href="http://gxhqwx.soxsok.com/" target="_blank">环球网校经济师：http://gxhqwx.soxsok.com/</a>
